In a world in which advanced knowledge is widespread and low-cost labor is readily available, U.S. advantages in the marketplace and in science and technology are being eroded. A comprehensive, coordinated federal effort is urgently needed to bolster U.S. competitiveness and ensure that the country remains pre-eminent in these areas by taking advantage of the opportunities offered by rapid globalization. This congressionally requested report by a 20-member committee that included university presidents, CEOs, Nobel Prize winners, and former presidential appointees offers four recommendations and details 20 "implementation actions" for federal policy makers, including steps to create high-quality jobs and focus new science and technology projects on the development of clean, affordable, reliable energy.Cover
