In January 2004, President George W. Bush announced the Vision for Space Exploration Initiative, which, among other things, establishes a goal for human exploration of the Moon and Mars. To carry out this policy, the National Aeronautics and Space Administration (NASA) will have to overcome many challenges, including whether the agency has the requisite workforce—or mechanisms for acquiring one. NASA requested that the National Research Council assess the current and future supply of highly skilled, U.S. aerospace professionals and identify ways to help NASA meet identified needs. This report provides an assessment of workforce supply and demand; an analysis of the skills that will be needed by NASA and industry; an examination of workforce gaps and obstacles to filling those gaps, including a shortage of systems engineers; an assessment of the role of academia and nontraditional approaches; and recommendations for action by all parties.
